She held communication by means of her boats with this city, and the Harbour-Master reports certain licensed cargo boats belonging to this Harbour as employed in carrying to her supplies of coal.

No report or communication of this respecting her has been received from the United States Consul, to whom the Proclamation of 26th March, 1862, was duly notified at that date, and who officially acknowledged such notification.

Under these circumstances, and with reference to that Proclamation, His Excellency the Acting Governor desires to put the following points before you:

1. Although outside the actual boundary of the Harbour, is the Wyoming to be considered beyond the jurisdiction of the Colony, lying, as she does within a league of our coast?

2. Is the point affected by the fact that she lies nearer the Chinese shore than ours?

3. Does her communication with Kowloon, and reception of supplies therefrom bring her, without reference to her place of anchorage, within the scope of the above quoted Proclamation?
